Deny the Programmatic Agreement

This is a 15 year document for the 133,000 acre training area that allows for continued adverse effects to cultural resources. These adverse effects are inadequately described and the scale and lifespan of the document requires this information and further consultation. I and others have requested face-to-face public meetings and our requests have been ignored. To resolve adverse effects the US Military will have staff watch a video and hold two annual “listening sessions.” If the agency cannot conduct adequate consultation at this time for the scale of the undertaking in this comment period then how can this PA replace Section 106? The agency has not shown nor demonstrated good faith in consultation efforts. Furthermore, this document does not mention cultural and spiritual significances of Pōhakuloa. Without public meetings these significances cannot be identified, understood or documented.

We need public meetings.
