Time to Cancel the Army’s Lease at Pohakuloa over Radiation Contamination

Stop All Live-Fire NOW!

1.  The Army repeatedly denied the use of  Depleted Uranium (DU) in Hawaii.

2.   Now it has been confirmed that in the 1960s the U.S. Army used the Pohakuloa Training Area for firing spotting rounds containing DU for the Davy Crockett nuclear weapon system.

3.  The DU spotting rounds have created the presence of radiation contamination at Pohakuloa.

4.   DU is a chemically toxic and radioactive heavy metal with a half-life of 4.5 billion years.

5.   DU emits radioactive alpha particles than can cause cancer when inhaled (and poses health concerns for troops, residents and visitors in Hawaii).

6.   Due to poor military record keeping, there may be more DU contamination at Pohakuloa than just Davy Crockett spotting rounds.

7.  On July 2, 2008 the Hawaii County Council passed Resolution 639-08 by a vote of 8-1.

8.  Resolution 639-08 called for “a complete halt to B-2 bombing missions and to all live firing exercises and other activities at the Pohakuloa Training Area (PTA) that creates dust until there is an assessment and clean up of the depleted uranium already present.”

9.  Live-fire continues at PTA and the DU has not been cleaned up. Live-fire and high winds at Pohakuloa risk spreading the radiation contamination off-base.

10. While major potions (more than 84,000-acres) of Crown lands at PTA were taken (without compensation) by Executive orders, PTA has a State General Lease No. S-3849 by the State of Hawaii, Board of Land and Natural Resources – U.S. Lease, Contract No. DA-94-626-ENG-80 – August 19, 1964 (expiration date 16 Aug. 2029) consisting of 22,988 acres for $1.00 for 65 years.

11. In the 1960s when the Army leased State land in the Waiakea Forest Reserve (Hilo’s watershed) for what was suppose to be weather testing, but in fact was chemical weapons testing including deadly sarin gas, Hawaii County residents spoke up and the State lease to the Army was canceled; now, therefore,

THE PEOPLE OF HAWAII COUNTY NEED TO SPEAK UP AGAIN TO CANCEL THE ARMY’S LEASE AT THE POHAKULOA TRAINING AREA AND REQUIRE CLEAN UP OF DEPLETED URANIUM (DU) RADIATION CONTAMINATION.

Hawaii County Democatic Party proposed resolution on Depleted Uranium (DU)

Below is  draft resolution that will go to the floor of the Hawaii County Democratic Party Convention on Saturday, May 1, 2010 at the Naniloa Hotel in Hilo.  It passed the resolution committee by a vote of 24 to 0.

RESOLUTION URGING THE STATE BLNR REQUIRE CLEAN UP OF DEPLETED URANIUM (DU) RADIATION CONTAMINATION AT POHAKULOA TRAINING AREA

APPROVE: 24   OPPOSE: 0

WHEREAS, now it has been confirmed that in the 1960s the U.S. Army used the Pohakuloa Training Area for firing spotting rounds containing Depleted Uranium (DU) for the Davy Crockett nuclear weapon system; and

WHEREAS, the Army has acknowledged past use of Depleted Uranium in Hawaii; and

WHEREAS, the DU spotting rounds have created the presence of radiation contamination at Pohakuloa; and

WHEREAS, due to inaccurate military record keeping, there may be more DU contamination at Pohakuloa than just Davy Crockett spotting rounds; and

WHEREAS, on July 2, 2008 the Hawaii County Council passed Resolution 639-08 by a vote of 8-1; and

WHEREAS, resolution 639-08 called for “a complete halt to B-2 bombing missions and to all live firing exercises and other activities at the Pohakuloa Training Area (PTA) that creates dust until there is an assessment and clean up of the depleted uranium already present;” and

WHEREAS, live-fire continues at PTA and the DU has not been cleaned up;

NOW THEREFORE BE IT RESOLVED by the Hawaii Democratic Party request that the State BLNR require clean up of depleted uranium (DU) radiation contamination at Pohakuloa, and

BE IT FURTHER RESOLVED that copies of this resolution be sent to Hawaii’s Congressional delegation, State Legislators, Hawaii County Council members, the Mayor of Hawaii County, the Governor of the State of Hawaii, the State BLNR,  and the U.S. Army Garrison Commander, Pohakuloa Training Area.

Dr. Keanu Sai at UHH and Kawaihae Saturday, April 24th

The Kanaka Council Moku O Keawe is sponsoring a public presentation by Dr. Keanu Sai, on Saturday, April 24 at UH Hilo from 9am-12noon and Hamakua MacNut Factory in Kawaihae from 2pm-5pm. Dr. Sai will be speaking on the “1893 Clevleand-Lili`uokalani Executive Agreements and Their Impact Today”. Specifically addressing the impact of the “executive agreements”on the contested case hearing against Hawaiian Oceanic Technology (proposed Ahi Fish Farm off the Kohala Coast) filed by Kale Gumapac and the Kanaka Council Moku O Keawe. The Attorney General has rendered an opinion regarding “standing” of Kale Gumapac and the Kanaka Council and DLNR will use the AG’s opinion to make their decision on May 13th in Honolulu.

Dr. Keanu Sai, has a Ph.D. in Political Science specializing in International Relations and Public Law. He has been to the World Court at the Hague filing legal briefs on Larsen v. Hawaiian Kingdom. He has a forthcoming book to be published by UH Press on the American Occupation of the Hawaiian Islands, and is currently working on another book to be published UH Press on Hawaiian land law. He is also the author of law journal articles on the topic of the continued existence of the Hawaiian Kingdom as an independent and sovereign State. Dr. Sai will provide a legal analysis based on the executive agreements between President Cleveland and Queen Liliuokalani that affects most if not all the current issues today, which includes the desecration of Kupuna Iwi, gathering rights, native tenant rights, water and natural resources rights from mauka to makai, vested private property rights, etc.

Peace Pot Luck & Kanikapila

Aloha Peace Ohana,
Reminder:  There will be our monthly peace pot luck and Kanikapila (Let’s Play Music) this Sunday, April 25th in Keaau.  We are pushing the pot luck and music up an hour earlier because of the Community Peace Forum that starts at 7PM.

Place: Keaau Community Center
(located behind the Keaau Family Clinic and Police Station in Keaau)

The Peace Forum with  speakers Eric Orseske –veteran of Iraq and Afghanistan and Jim Albertini and others on DU in Hawaii begins at 7PM.

There will also be a peace organizing meeting Monday, April 26th 7-9PM at the Keaau Community Center where we plan next steps in education & action for peace locally.  Your help and involvement is much needed.
The Peace organizing meetings are held on the 2nd and 4th Mondays of the month.  The pot luck and Kanikapila is held on the last Sunday of the month.
