The UN Charter and the UNESCO Constitution have formulated the key peace idea: “That since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed.” If the war minds received a powerful rooting in military science, founded more than two centuries ago, which now concentrates military intellect with invention of the most devastating weapons of mass destruction, the defences of peace minds were left fragmented and powerless before the war without their science up to now. Therefore humanity has not been able to put an end to the wars so far. The war minds seem invincible for the defences of peace minds as long as they remain outside and without science. If this dependence is true and is recognized by the UN and UNESCO, the main aspiration for them ‘must be constructed’ peace science. Unfortunately, the world community does not see it. To overcome this lack, we, the undersigned, offer you to discuss peace science.

The first version of this science – Global Peace Science (GPS) – was completed in the Global Harmony Association (GHA) for 11 years by the 174 co-authors from 34 countries and was published in English in 2016.** This project joined dozens of different authors and integrated almost all diversity of constructive peacemaking ideas, relieving itself from their fragmented impotence before war and military science. This science, as the supreme, scientific understanding of peace, has all reasons to become the most powerful intellectual and technological alternative to military science and all wars, including prepared and matured nuclear war in the new “Barbarossa” spirit, which will be a catastrophe for humanity and the planet. Only GPS and its new peacebuilding technologies, which provide continuous pacifization and open a new era of humanity – the Peacefulness Age – is capable to confront it.

Therefore, the GPS intellectual potential, its technologies and its revolution of the peacemaking thinking, are deserving of the closest attention and the most careful discussion in the UN and UNESCO in order to further development of this science and its institutionalization in politics, peace culture and education to recommend it to all Members – States of the UN and UNESCO. This step practically will confirm your real aspiration to put an end to wars, finding them an alternative in scientific peace consciousness and in its new peacebuilding technologies. GPS will make a common platform for global sustainable disarmament during 50 years at 2% per year that without GPS is unthinkable and impossible.

The GPS development, including an International Scientific Contest for its best version, to which is dedicated the GPS special section, is the most favorable in the UNESCO Social and Human Sciences Sector ( under the UN aegis. The GPS development corresponds to the UN and UNESCO fundamental statutory demand: “Building peace in the minds of men and women,” which is impracticable without the peace science. Only with its help the UN and UNESCO may drastically lift their peacebuilding mission to provide humanity with the real dream and scientific project of purely peaceful sustainable development without wars in the 21st century. The Petition is the fruit and quintessence of our ‘collective consciousness’ (Durkheim) of the GPS key importance for humanity global peace inspiring and you and us.

* Pacifization (or peacescienization) in GPS is universal process similar to globalization and informatization, embodying in the constant growth of reconciliation in global society as result of spreading consciousness and peacebuilding technologies of GPS. Not to be confused with the local attempts of violent reconciliation – with “pacification.”

** The GPS book in the Russian language has been completed by the 89 coauthors from 30 countries and was published in 2015 (432 pages) and in English – in 2016 (616 pp.). The unprecedented Global Peace Science (GPS or Peacescience), published at the book some name, was created in the Global Harmony Association (GHA) for 11 years since its establishment on February 15, 2005. Of these, 8 were the preparatory years, for which GHA has published seven previous books, discussed and approved 47 projects of global peace from harmony (Chapter 7.1). Work with GPS as the 48th project began directly in March 2013.

In Russian language, this book of 432 pages by 89 coauthors from 30 countries was published in St. Petersburg, Russia, in January 2015:

In English language, this book of 616 pages (almost 200 pages longer Russian one) by 174 coauthors (on 85 more than the Russian edition) of 34 countries was published in the early February 2016 in India, Russia and the USA: Its PDF format was posted in January here:

The book coauthors are people of different age (from 9 to 90) and professions (from worker to academician and president of the country), 15 religious confessions and diversity of cultures from 34 countries in all continents, including 59 coauthors from the USA, 33 – from Russia, 15 – from India, 6 – from Canada, 5 – from Australia, etc. Only international group integrating in a harmonious unity the planet cultural diversity could create Peacescience.

Among the Peacescience coauthors are: former President of India – Abdul Kalam, the Nobel Peace Laureate from Northern Ireland – Mairead Maguire, intellectual peacemaking leader of the USA – Noam Chomsky, pioneer of peace studies from Norway – Johan Galtung, Chancellor of the IASE Pedagogical University of India – Kanakmal Dugar, sociologist of Catholic University from Belgium – Francois Houtart, leader of the women’s peace-making organization in Africa – Ayo Ayoola-Amale of Ghana, researcher of the Roerich creativity – Julia Budnikova from Russia, director of the Finance Institute, academician from Kazakhstan – Uraz Baimuratov, one of the Indian yoga leaders – Ramesh Kumar and many other outstanding scientists and peacemakers (6). Initiator, editor in chief and manager of the project is Leo Semashko, GHA Founder and President, Russia.

The contribution of these authors in GPS for three years composed 309 articles, including Leo Semashko 101 articles (81 solo and 20 coauthorship), Subhash Chandra 17 articles (10 solo and 7 coauthorship), Charles Mercieca 6 articles (5 solo and 1 coauthorship), Johan Galtung 5 articles, etc.

The book 309 articles are united into its 13 Chapters, 3 Sections, 2 Parts, Annex and Philosophical Final, which have been a collective discussion and approval of the GHA members. The most important parts of this three years discussion in a wide variety of assessments and comments of Peacescience were posted here: Diversity of opinions is complemented a variety of more than 600 sources in the book bibliography on 17 pages (580–597).

The GPS book is published on the GHA 72 members donations gathered in 2014 and amounting $8.677. It is the first budget of global peace in the history in 2015. Its comparison with the world military budget this year, nearly $ 2 trillion (according to unofficial data it is several times more), shows the militaristic, self-destructive priority of the global ruling elite and its national governments. Unfortunately, humanity has long reconciled with this priority and it is not looking to change it that is possible only on the GPS basis.

We will not talk about the shortcomings that Peacescience are full as the first attempt of similar science. We will emphasize its key advantages and significance.

1. Uniqueness. Peacescience is incomparable to anything else today. Mankind today does not have any similar or comparable knowledge of global peace, alternative to military science that has arisen over two centuries ago in 1799. GPS is able to overcome this lag of peace from war and create a fundamental alternative to military science and militarism in general. Uniqueness of GPS is determined by the discovery of SPHERONS – deep harmonious social structure of society in all its historical forms. This unknown up to GPS creation deep structure is peaceful on its objective nature and the key for scientific understanding global peace.

2. SPHERONS’ discovery. GPS is based on the unprecedented social discovery of universal and harmonious classes of the population in a whole – SPHERONS employed in four spheres of social production, which is possible only in peace. Therefore SPHERONS are fundamental actors not only production but also global peace at all social levels, starting from the family. SPHERONS constitute a deep and eternal social structure of society as a whole and all its parts, without exception, in all its historical forms (Chapters 1 and 2). The discovery of SPHERONS has a revolutionary cognitive, social and political (democratic) significance for society.

This discovery is complemented by the discovery of Socioeconomic Harmony Paradigm: “D + 3D”, which expresses the spiritual/ethical basis (“D” – of Russian “Duh” – spirit) of harmonious development and adequate to it the development of other three “D” spheres: demography (Sociosphere), democracy (Orgsphere) and demo-economy (Technoecosphere). The essence of a Harmony Basic Law in this paradigm is priority elevation of the spiritual needs for the individuals and society, which is opposed to disharmonious Law of destructive domination of material needs. (It is Academician Baymuratov’s Paradigm, 2014, Kazakhstan. See Chapter 8.15).

3. Integral, holistic character and dynamism. Peacescience, thanks SPHERONS universality, allows to synthesize and preserve in itself the peacemaking achievements of the past and future evolution (Chapters 3, 4, etc.). It provides a holistic approach to solving the problems of global peace at all levels. GPS does not pretend to finality but it assesses itself as “the initial version”, which does not exclude other options and is ready to enter with them into international scientific Contest (Chapter 8, etc.). It supposes the possibility of another interpretation for deep social structure.

4. Value of Peacescience. In any case, regardless of the Peacescience truth measure of its various theories, it is an undoubted epistemological achievement and social value as the first in history precedent of scientific knowledge of global peace in a whole (history does not know other similar examples). Therefore, following the wise Italian saying “If it is not true, it is well conceived,” (se non è vero, è ben trovato) about Peacescience can say that even if it is not right in all parts, it is well conceived and certainly useful to mankind. Peacescience opens for it the way of search and upgrading an absolutely necessary for it science and fundamentally new, breakthrough knowledge, enriching it and saving it from wars, from which it is still (for the 6 thousand years of history) not has the radical vaccine and spiritual immunity. It is the way of conscious geopolitics of SPHERONS’ peace under the Earth Constitution International Law. Peacescience opens the Peacefulness Era of humanity since 2016.

The completion of the Peacescience book in GHA is just the beginning of a new, broader development, dissemination and application of the GPS new paradigm of thinking in academic, educational, political, religious and other cultural institutions.

Resume. Peacescience from harmony defines the THIRD, harmonious and just way of humanity development in all its four spheres. The third way organically integrates the advantages and softly (non-violently) overcomes the pathological extremes of the two equally disharmonious and violent, traditional for the 20th century ways: socialism and capitalism and their basic ideologies: Marxism and liberalism. The past and the beginning of the new century showed that without scientifically conscious and realized social harmony live further in a nightmare of any militaristic form of traditional society, mired in endless wars, terrorism, murders, crimes, corruption, lies, elitist-totalitarian pseudo democracy of billionaires behind the screen of the elected puppets, drugs, glaring inequality, and other pathologies on the brink of the world’s nuclear suicide is impossible. GPS offers a way out of their impasse through science, education, culture and democracy of SPHERONS as the political center of the federalist Earth Constitution (Chapter 8.19). Therein lies the GPS historical significance.

Top. The fate of humanity and its key countries in the 21st century with different cultural, economic and political orientations: Russia, China, India, EU and the US, will be determined by the recognition of GPS and its democracy of SPHERONS (spheral democracy) ensuring the dominance of spiritual elevation, social priority of children and women, geopolitics of global peace, general and complete disarmament and economic prosperity for all nations from their harmony as one family on one planet.

     Since 1900, more than 80 million people have been killed in wars worldwide, hundreds of millions have been injured and made refugees, and tens of trillions of dollars have been spent on wars.  Tragically, things are not getting better.                                                                             

      United Nations Secretary General, Ban Ki-moon recently said: “Human suffering from the impacts of armed conflicts and disasters has reached staggering levels.” He documented his statement with specific figures: nearly 60 million people, half of them children, have been forced from their homes due to conflict and violence. As if this was not enough, the UN chief talked about another man-made tragedy: In recent years hundreds of millions of people are being affected by disasters at an annual cost to the global economy that now exceeds 300 billion dollars.

     As we pause to remember loved ones, and our own complicity in violence and suffering, let us rededicate our lives to peace, justice, and a healthy environment for all – present and future generations.

US Dangerous escalation of tension with Russia

United States wants war with Russia

After provoking Russia for decades, the United States government has apparently concluded that the Russians are all saints and decided to escalate the provocations with confidence that nothing will go wrong, or go nuclear. Either that or the U.S. government truly wants World War III.

I wouldn’t treat a diseased rat the way the United States treats Russia. The Russian government has exercised such incredible restraint that the United States has apparently decided it can get away with being even nastier, a move that is now openly described by Washington insiders as being driven by weapons profiteering:

“‘This is the “Chicken-Little, sky-is-falling” set in the Army,’ the senior Pentagon officer said. ‘These guys want us to believe the Russians are 10 feet tall. There’s a simpler explanation: The Army is looking for a purpose, and a bigger chunk of the budget. And the best way to get that is to paint the Russians as being able to land in our rear and on both of our flanks at the same time. What a crock.'”

In fact, the United States spends well over 8 times what Russia does on militarism, not counting “Homeland Security” or Energy or State or Veterans, etc. The world still contains enough nuclear weapons to destroy human life if just a small fraction of them are used, and 93 percent of them belong to Russia and the United States.

Why aren’t the nukes gone, when Gorbachev was willing to give them up?

Because Reagan was unwilling to give up a stupid, non-functioning, and fraudulent technological defense against a threat that would not have existed if he had. That technology is back in the movie theaters and back in the news: Star Wars.

The Cold War continued. The Soviet Union broke up. Germany reunified. And the Cold War still continued at the Pentagon. The Warsaw Pact went away. NATO expanded. When Germany reunited, the United States promised Russia that NATO would never expand eastward. NATO then added the Czech Republic, Poland, Hungary, Slovakia, Romania, Bulgaria, Lithuania, Latvia, Estonia, Slovenia, Albania, and Croatia to its membership. Since the U.S.-facilitated coup in Ukraine, and against the desires of the Ukrainian people, NATO has been pushing for a partnership with Ukraine, as well as with Georgia.

Imagine if Russia had promised not to expand the Warsaw Pact and then added to its membership Greenland, Canada, Bermuda, the Bahamas, Cuba, and Mexico. If Russia claimed to have done all that to protect itself from Iran, how many U.S. pundits would treat that as a serious, non-laughable claim? And if Russia made a deal with Iran under which more stringent inspections than ever endured by any nation would verify that Iran had no threatening weapons, and if Russia bragged about this deal, but if Russia went right on expanding the Warsaw Pact, would the United States take that as the harmless gesture of friendship that NATO depicts its actions as?

NATO has also been “looking for a purpose” and rushing off to wage wars in Yugoslavia, Afghanistan, and Libya. The United States and some of its NATO allies are waging wars in Afghanistan, Iraq, Pakistan, Libya, Syria, Somalia, and Yemen. In a number of those places, drone wars and proxy wars have been turned into U.S. ground wars, perfectly primed for major expansion. Yet, the United States speaks of its actions as “defensive,” describes Russia as aggressive, and falsely accuses Russia of invading Ukraine, a mythical act that Hillary Clinton determined made Vladimir Putin the equivalent of “Hitler.”

Now the United States has sent ships to the Black Sea, sent tanks to Georgia, planned a huge military “exercise” in Poland, opened a “missile defense” site in Romania, which Russia calls a “direct threat” (and a violation of the Intermediate-Range Nuclear Forces Treaty), and begun building another “missile defense” site in Poland. There’s a videoonline of NATO Secretary General Jens Stoltenberg at the opening of the new site in Romania, describing it as a “team effort” involving Romania, Poland, Spain, Turkey, Germany, Denmark, the Netherlands, and the UK. Stoltenberg’s stilted speech claims repeatedly that “Missile defense is for defense. It is defensive.” Stoltenberg claims the “missile defense” missiles are too close to Russia to intercept Russian missiles, which misses the point that Russia views the U.S. missiles as offensive, not “defensive.”

Even CBS News finds it impossible to take NATO’s nonsense completely seriously:

“U.S. officials say the Romanian missile shield, which cost $800 million, is intended to fend off missile threats from Iran and is not aimed at Russia. But NATO decided in January 2015 to set up command-and-control centers in Latvia, Estonia, Lithuania, Poland, Romania and Bulgaria by the end of 2016 — at least partly in response to challenges from Russia and Islamic extremists and to reassure eastern partners.”

What challenges? Essentially the 10-foot giants landing in the U.S. rear and on both flanks simultaneously — in other words: money to be made.

Read this further bit from CBS News carefully:

“President Obama and other NATO heads of state and government met in September and ordered an overhaul of the alliance’s capabilities and defense posture, called the Readiness Action Plan, or RAP, to take into account Russia’s annexation of the Crimean Peninsula and purported military interference in eastern Ukraine.”

The key word there is “purported.” It’s been years now since the weekly announcements that Russia had invaded Ukraine, something it obviously never did. And of course the people of Crimea voted to join Russia after the U.S. state department facilitated a violent coup in Ukraine that installed a government significantly made up of Nazis. CBS can’t bring itself to comment on whether or not there is any evidence of the “purported military interference,” so it just calls it “purported” and hopes that not too many people know what that word means.

Russia, believe it or not, is expressing some annoyance. As Jonathan Marshall recounts: “Moscow spokesmen have warned that Romania could become a ‘smoking ruins’ if it continues to host the new anti-missile site; threatened Denmark, Norway and Poland that they too could become targets of attack; and announced development of a new generation of intercontinental ballistic missiles designed to penetrate the U.S. missile shield.”

Russian planes have come near U.S. ships and planes in recent weeks, although U.S. reports have generally failed to focus on the fact that those ships and planes were quite near Russia’s borders. These near misses at starting a war between the world’s major nuclear militaries present a far greater threat than is generally imagined, because most U.S. citizens have zero interest in starting World War III and so don’t think about it, but the U.S. government and NATO want blood. NATO’s new commander says he wants to be ready to fight Russia immediately.

Donald Trump blurted out the common sense solution of abolishing NATO but quickly backed off and reversed himself, as on so many other topics. Hillary Clinton has wholeheartedly supported NATO’s expansion from the beginning, when she was First Lady. Bernie Sanders generally accepts whatever the military is doing, so as not to rock the boat, which still might leave him the best of the three on foreign policy, as he so obviously is on domestic.

But a great deal can happen in 8 months. A lot can happen before anyone new is elected. And with all eyes focused on the election, it’s more likely than ever to do so. And what could happen makes climate change seem manageable by comparison.

In 1962, when the Soviet Union placed missiles in Cuba, 90 miles from U.S. shores, and the U.S. had missiles on Russia’s border in Turkey, events nearly escalated to a nuclear war. Today, the U.S. and NATO’s 27 member nations have moved troops and missiles to Russia’s door step resulting in escalating tensions that again, by accident or design, could result in a nuclear war.

The movement of U.S. and NATO troops and missiles on or near  Russia’s borders goes directly against the promise made in 1991 by then president George H.W. Bush to Mikkhail Gorachev of the USSR that the U.S. and NATO would not move one inch closer to Russia. That U.S. and NATO promise has been broken and dangerous tensions escalate.

The U.S. ABM missile systems being deployed in Eastern Europe is part of the U.S. nuclear war first -strike policy defined in the 1980s as the “Victory is Possible” crazy doctrine supported by Obama’s now secretary of defense, Ashton Carter. Today, there is a new U.S. cold war campaign to vilify the Russians that includes damaging economic sanctions, provocative military actions, and even plans by neocons for regime change in Russia, following the neocon $5 billion coup and regime change in the Ukraine. Charges of Russian expansionism are bogus. In an article by Conn Hallinan, entitled “Bear Baiting Russia” he states that “Russia has two bases in the Middle East and a handful in Central Asia. The U.S. has 662 bases around the world and Special Forces (SOF) deployed in between 70 and 90 countries at any moment. Last year SOFs were active in 147 countries. The U.S. is actively engaged in five wars and is considering a sixth in Libya. Russian military spending will fall next year, and the U.S. will out-spend Moscow by a factor of 10. Who in this comparison looks threatening?”

The U.S. Military-Industrial Complex (MIC) yields great profits from new Cold War threats and escalating military budgets for weapon systems. The $1.5 trillion new F-35 bombers are for the Russkies, not terrorists. “Scare the hell out of people.” That’s the game for weapon makers. Since March 2015 there have been over 60 incidents that could have triggered a major crisis between Russia and the United States. Let’s put a stop to this escalating tension. Speak out for peace now!  A nuclear war threatens the entire planet!

Let’s summarize: 4 million Muslims killed in U.S./NATO wars.

800,000 Iraqi children orphaned by conflict since 2003.

      We could go on-and-on: $trillions spent on endless wars and militarism, a national security surveillance state that has bombed and conducted drone and Special Ops assassinations (even of American citizens) in 7, or is it 8, 10, or 12 countries in the last 15 years. In addition the U.S. plans to spend another trillion dollars to modernize its nuclear weapons over the next 3 decades.

A must read new book: The Assassination Complex: Inside the Government’s Secret Drone Warfare Program by Jeremy Scahill and the staff of The Intercept, with a foreword by Edward Snowden and afterword by Glenn Greenwald, published by Simon & Schuster.   In short, it is a book about what America has become – not hope and change, but unrestrained power.

      It has become increasingly clear that the U.S. is not about the business of “freedom and democracy” but rather global domination that benefits an economic corporate elite at the expense of nearly everyone else and the earth itself. Of course the domination is disguised and fueled by fear: war on terror, regime change, destroying Al Qaeda, ISIS, etc. but increasingly the world is seeing through the disguise.

So what are we to do? It is an illusion and a fraud to say we can bring real change and put an end to U.S. imperial wars through electoral politics controlled by the very people and money system of empire. The solution is not a Trump, Hillary or even a Bernie Sanders. Any hope for real change must begin at a much deeper level.  In the midst of empire, the task before us is to build communities, people’s movements, and take action of non-violent resistance for justice, peace, and the earth.  Do it because it is the right thing to do.and it needs to be done.  Then, keep standing and keep acting.  It won’t be easy but never give up.  As the late Father Dan Berrigan said: ”There is no peace because there are no peacemakers. There are no makers of peace because the making of peace is at least as costly as the making of war.” The real question is – Are we willing to pay the price? To stop the violence, to stop the killing, the buck stops here!
