TPP Negotiators Settle On Big Island Venue For Hawaii Informal Round

An informal Trans-Pacific Partnership (TPP) negotiating round slated to take place March 9-15 in Hawaii will be held at the Waikoloa Beach Marriott Resort & Spa on the Big Island, according to informed sources.
The hotel is located roughly 18 miles from Kona International Airport on the east side of the Big Island, which is also known as Hawai’i Island.
A number of U.S. industry representatives are planning to attend the informal round with the expectation that it will be an important meeting because the negotiations appear to be in their final stages. TPP countries are planning to hold a ministerial meeting in mid-April at which the U.S. and other parties are aiming to conclude an agreement.
One industry source predicted that negotiators at the Hawaii round could make decisions on technical issues that would have a major commercial impact on trade flows, even though the big-picture issues will likely be left up to ministers.
Several sources said they were operating under the assumption that the goal for the Hawaii round was to try to resolve all but the most politically sensitive issues that will be taken up by ministers the following month. At the same time, these sources noted that this has been the goal for previous rounds, including the Jan. 26-Feb. 1 negotiating session in New York.
Sources said they expect some negotiating groups, such as the one dealing with intellectual property (IP) issues, to meet in Hawaii in addition to chief negotiators. The negotiating groups on state-owned enterprises and investment are holding intersessional meetings this week in Mexico and Washington, respectively.

The 12 countries involved in a proposed Pacific-Rim free trade initiative will convene a chief negotiators’ meeting in mid-March in Hawaii, sources close to the matter said on Friday, as they scramble to secure a deal by the end of this spring.
The negotiating members of the Trans-Pacific Partnership had hoped to hold a ministerial meeting and reach a broad agreement by mid-March. But they decided that more working-level negotiations are necessary as gaps remain over contentious issues such as intellectual property, the sources said.
The chief negotiators’ meeting is being arranged from March 9 to 15, according to the sources.
Japan’s Economic and Fiscal Policy Minister Akira Amari said the TPP countries are going to be “slightly behind schedule” and it now seems difficult to hold a ministerial meeting in early spring as anticipated, but such a high-level gathering will eventually be set sometime by the end of May.
In the United States, trade bills for giving President Barack Obama fast-track authority, formally called trade promotion authority, are expected to be submitted to Congress soon.
A ministerial meeting will be arranged “after that procedure (for TPA), or in parallel with that,” Amari said at a press conference.
Amari’s remark comes on the heels of a comment made Thursday by a senior U.S. congressman visiting Tokyo, who said he expects a bill to give Obama fast-track authority will be enacted this spring.
Paul Ryan, chairman of the U.S. House Ways and Means Committee, told a Tokyo press conference: “We are in what we call the 11th hour in negotiating the final pieces of TPA.
“We don’t have a set timeline yet, other than the fact that this will be done this spring,” he added.
If the president is given TPA, the government will only have to ask Congress whether it backs the Trans-Pacific Partnership deal across the board without revisions. The TPA legislation will be deliberated at the House Ways and Means Committee.
A Wisconsin Republican congressman who is leading bipartisan delegation of U.S. lawmakers in Japan, Ryan also said at the Japan National Press Club: “We fully anticipate this will be ready in time to make it meaningful and put in the right sequence so that we can hopefully conclude TPP negotiations soon after that.”
On Thursday, Prime Minister Shinzo Abe reiterated his resolve to conclude the free trade negotiations, during a meeting with U.S. lawmakers at the prime minister’s office.
Abe said that economic relations between Japan and the United States have strengthened considerably and that Japan hopes to further boost ties, including through the TPP initiative, according to Japanese officials.
Ryan also said at the press club that trade through the TPP will be a win-win for Japan and the United States. The two countries have struggled to find common ground on how widely Japan should open its agricultural market.
While the U.S.-led TPP initiative aims to abolish all tariffs in principle, Tokyo has sought to protect key agricultural products — rice, wheat, beef and pork, dairy and sugar.
“It’s important for us to acknowledge anxieties but also important for us to work together to find common ground and bridge those gaps so that we can have a trade agreement that builds our alliance together and that grows our economies,” Ryan said.
Japan and the U.S. account for a combined 80 percent of the TPP members’ economies, and their lingering differences on farm products and autos have acted as a drag on the overall negotiations, which began nearly five years ago.
Ryan claimed the TPP would help create more jobs, higher wages, faster economic growth and higher living standards.
“We see this as a way of increasing collaboration between our two countries and together jointly writing the rules of trade in this region, which will be to the benefit of our two countries and the global economy,” he said.
The 10 other TPP negotiating countries are Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam.
Later in the day, the delegation held separate talks with Prime Minister Shinzo Abe and Foreign Minister Fumio Kishida. The lawmakers also met Wednesday with Amari.

Feb. 4, 2015 Testimony in Support of Comm 9.1

Aloha Council members,

I am one of your constituents.  I’ve been a resident and farmer in Kurtistown for 35 years growing a wide range of organic fruits and vegetables –taro, sweet potatoes, bush beans, ginger, bananas, and more than 50 different fruits.

I urge you to support Communication 9.1 to accept the offer of Earthjustice and Center for Food Safety in donating their services defending the county against big corporate interests dictating our future in Hawaii County.  This is a home rule issue and we need to stand together as one.  A number of years back, as a taro farmer I stood with Jerry Konanui, Henry Leong and others in testifying for a county law to prevent the Genetic engineering of kalo.  That county law passed. But if we don’t succeed in defending the current GMO county ban, kalo, Kona coffee, etc. will again be on the GMO chopping block and who knows what other attempts at pre-emption by higher governments and corporate interests.  We are already seeing this on the international level with the drafts of TPP –Trans Pacific Partnership even trying to pre-empt nations from enforcing their laws on environmental safeguards, labor rights, and other common sense regulations.  Multi-national corporations want free reign to ravage the planet for short-term profits with little or no regulation.  These transnational corporations have no ties to nations, states, counties, to land, to aloha aina, to ohana. Their main concern is short-term profit at whatever cost to air, water, land, people, plants and animals.  The world’s climate crisis (with increasingly intense storms) is giving daily testimony to the destructive nature of corporate greed and modern consumer lifestyles that put profit and personal gain before malama aina and all that is necessary for life to continue on this fragile planet we all call home.

We cannot let this continue.   We must stop sowing the seeds of our own destruction.  We must stand firm for aloha aina and malama aina for present and future generations.

In my view, Home rule is crucial.  Government works best at the lowest level — the grassroots level.  The higher up we go — to State, Federal, and international levels, the greater the distance between the decision makers and the people, and the more big money comes into play in buying votes.  The old saying holds true: the higher the monkey goes up the tree, the more your see his okole.

The County of Hawaii needs your support of Communication 9.1. Together we need to defend Home Rule.  As a farmer and constituent I ask for your solidarity.  Haloa, and your ohana, and future generations ask for your solidarity.  Mother nature has been asking for our solidarity but we haven’t been listening.  Now is the time to demonstrate our commitment through action.     Mahalo for your solidarity.

I support our County law against geothermal night time drilling. Let’s make it clear to PGV that it needs to respect the neighbors and show some aloha while it is raping the Hawaiian deity, Pele. Hawaii County presently only allows the day time rape of Pele. Perhaps some council member will have the courage, some day, to introduce a bill to outlaw the rape of Pele, and respect Hawaiian religious values, day and night.

Hawaii Island needs your support.

This is a reminder and update about the upcoming county council meeting where the council will vote on Comm 9.1, which if passes means the county corporation counsel, who is charged with defending Hawaii County’s GMO crop ban in court, will be able to hire Earth Justice and the Center for Food Safety attorneys Paul Achitoff and George Kimbrel, respectively. Hawaii County has already voted to appeal the lower court’s decision invalidating our GMO crop ban; at this juncture passing this is even more about our county leaders following through and carrying out the financial and fiduciary responsibilities than the issue of whether GMOs should be banned or not. Certain council members have been swayed to vote against free high quality representation, perhaps partially by or under the cover of the confusing letter that the plaintiff’s attorney sent to all the council members to – of all things- give advice to the ones they are suing, Hawaii County. Obvious conflict of interest aside, these claims that “Paul Achitoff cannot represent the county” are groundless.

CFS and Earth Justice are funded by small donations all over the country, and they do great work. The world is paying attention to this case because if we don’t win in a higher court, this would have possibly grave consequences for the future of GMO ordinances throughout the country, as well as the cases on Kauai and Maui. You are the movement, be heard and be counted.

Senator Russell Ruderman wrote a powerful testimony in support of Comm 9.1 , here it is:

“Aloha Councilmembers,

I sincerely hope you will vote to accept the assistance of Earthjustice and others in defending the County.

The defense of this bill is not about GMO’s – it is much more than that. Defending your County authority will be useful in many future subject matters. If you do not defend the County’s authority here, in the future this precedent will work against you in other matters where you will desire County authority, regardless of your opinion on this issue.

As you’ve heard in testimony, this assistance will not cost the County, as Earthjustice will donate their services, and only incidental fees may be incurred as required by their charter.

Thus, you will be saving the County large sums of legal costs by authorizing this assistance. In addition you will have the best expert in the state on our side. Conversely, as you’ve already chosen to defend the County, rejecting this assistance will result in undetermined costs to the County. These costs are potentially significant and unnecessary. They can be avoided by allowing this expert, highly competent assistance, thereby saving your constituents money.” -Senator Ruderman

Those voting against this should also be asked how they justify spending taxpayer money when we’ve been offered representation for free.

Three notable bills were introduced this week at the state level.

Senate Bill (SB) SB593 Requires the Agribusiness Development Corporation, within the Dept. of Ag to: a) make increasing agriculture and local food production its primary mission, b) lease 50% of its land to operations that support increasing agriculture and local food production within the next ten years, and c) establish a sustainable agriculture and local food production plan. *NOTE: Hearing TOMORROW Monday, Feb. 2nd on SB593.
