Comments: Aloha Senators, Our organization supports this bill. It will provide Hawaii residents with much needed information about possible effects from Fukushima. I would also suggest that included in this bill be a provision for DU soil and air testing to be done at Mauna Kea State Park, adjacent to Pohakuloa where citizen radiation monitors have detected above background radiation on several occasions. More thorough testing is needed. The park is located approximately 1 mile from where the military has confirmed DU spotting rounds have been fired. The air monitoring should be run for weeks with proper very fine filter size. In addition we need to know the wind conditions (strength and direction) 24 hours before the sample is taken – and during the sampling if we are sampling longer than 6 hours at a time. Also we need a report of the dust making activities at PTA going on at the time of sampling. The lab results, the dust activity log and wind results should ideally be gathered independently with each group’s activity blinded to the results of the other groups until a final transparent analysis. The testing protocols should be created with community participation in a manner that is transparent and will insure the confidence of the community.       According to the Nuclear Regulatory Commission (NRC), the Army will be using high explosives in known Depleted Uranium (DU) contaminated areas at Schofield Barracks on Oahu during the week of Feb. 4-11, 2014.  The NRC has given the go ahead even though the NRC said it has not completed it’s review of the Army’s air monitoring plan.  In effect, Hawaii residents and visitors are being used as lab rats for continued military experiments.

      The history of military pollution in Hawaii is epic – hundreds of polluted sites, unexploded bombs and toxins all over the place on land and sea, thousands of nuclear waste drums dumped on the ocean floor off Oahu, etc. etc. And it’s not just Hawaii. The U.S. military is the greatest polluter the world has ever known, and the so called regulators such as the NRC, instead of regulating, are complicit in this pollution and disregard for the health and safety of the people. For years the Army said it did not know that DU was used on its own live-fire ranges in Hawaii and elsewhere, so they continued to bomb those ranges. Now they admit they know DU was used. How much, they are not sure. The Army said it will do air monitoring during its bombing. But as one scientist said if you try to catch BBs with a tennis racket you are not likely to catch many. The same with the Army’s monitoring plan. If they don’t want to find anything they are not likely to look very well. The fox guarding the hen house is not likely to report any chickens missing.

      Recently two Hilo High School students were arrested for suspected terroristic threatening for setting off a small plastic bottle explosive device at the school. Now the Army can bomb known DU contaminated areas with high explosives that risk spreading the contamination around the island and beyond and that’s OK?  That’s hypocrisy and a double standard. Bombing known areas of DU contamination is criminal reckless endangering and amounts to government terrorism on its own population.

      All NRC and Army officials complicit in this approved bombing of known DU areas, should be prosecuted locally for reckless endangering and terroristic threatening and brought before an international war crimes tribunal and tried for crimes against humanity. The world is in terrible shape with unprecedented toxic pollution, climate change, etc. because the precautionary principle has not been followed. The precautionary principle states that when you do not know the full consequences of an action, error on the side of caution. It’s common sense –you do not bomb nuclear waste dumps!

      Fellow lab rats unite! Protest these reckless military actions with NRC consent.  When the NRC and the Army refuse to act in the interest of the health and safety of Hawaii’s people, then the people themselves must act. All live-fire needs to be stopped at Hawaii’s military ranges and comprehensive, independent, testing and monitoring done to determine the full extent of toxic contamination. How much DU is being dispersed from Hawaii military bases? Hold your breath! The answer is “Blowing in the Wind!”

During the call on December 12, 2013, I said that I would let you know when air, plant and financial documents had been submitted by the Army.  In an email on January 13, 2014, I let you know that the Army had submitted the air sampling plan.  In the cover letter to the plan the Army requested that NRC staff provide its review in order to allow the Army to conduct the air sampling during a training exercise involving firing of high explosives into the Radiation Control Area at the Schofield Barracks scheduled for February 4-11, 2014.

 

NRC has not yet completed its review of the air sampling plan.  However, we have informed the Army that we do not object to their conducting the live fire exercise and air sampling because we do not believe it poses a threat to the public health and safety and the Army will be monitoring the air on the Radiation Control Area.  However, we informed that Army that if we do not ultimately approve the plan they may need to do more sampling at a later date.

 

The Army has informed NRC that they will conduct the firing and air sampling as discussed in the air sampling plan beginning this week.  NRC staff will be present at the Schofield Barracks installation during the exercise.  The staff’s report will be made publically available when it is completed.

This is more NRC and Army Shibai!  Neither the NRC nor the Army knows how much DU is located on Schofield, PTA and other firing ranges, and the NRC has not yet completed its review of the Army’s air sampling plan.  But the NRC does not object to Hawaii residents being used as lab rats by giving the OK for the Army to fire more high explosives into known DU contaminated areas to spread the DU around further.  Mr. Orlando, you, and all NRC and Army officials complicit in this endeavor, should be charged as criminals and brought before an international Nuremberg war crimes tribunal and tried for crimes against humanity. The world is in the terrible shape it is with toxic pollution, climate change, etc. because like you, humanity has not followed the precautionary principle.
I protest your actions.  I have zero confidence in the NRC and the Army to act in the interest of the health and safety of the people of Hawaii.
