The United States Military Indo-Pacific Command (USINDOPACOM) recently unveiled a new Hawai’i Land Use Master Plan (HMLUMP). The military land use plan documents the military’s extensive land holdings in Hawai’i. Military-controlled land in Hawai’i increased by 9% from 200,967 acres in 2002 to 221,981 acres in 2021. More than half of all military controlled lands in Hawai’i are on Hawai’i Island – the 133,000-acre Pohakuloa Training Area (PTA). Now the military wants more land.

Much of Hawai’i military controlled lands were simply seized by presidential or governor’s executive orders. Other Military lands are leased from the State. The leases at PTA, Makua Valley and other areas are all due to expire in 2029. At Pohakuloa, 84,000 acres were seized in 1964 by a presidential executive order under Lyndon Johnson. 23,000 acres at PTA were leased from the State in 1964 at a total cost of $1 total for 65 years, while the military creates a multi-billion dollar pollution mess. The military is notorious for walking away from messes it creates.
Military expansion plans at Pohakuloa include the following: 413 acres of land near the main gate as a “security buffer,” an additional 1000-acre site off-base for relocating endangered species, 6,904 acres for air space lands, 25,927 acres outside boundary control, and a 2-kilometer land use control buffer (66,718 acres) around the entire installation. UH Manoa professor, Kyle Kajihiro says “To extend military land use control beyond actual installation boundaries, the HMLUMP proposes using land-use zoning mechanisms and conservation buffers such as the Readiness and Environmental Protection Integration (REPI) and Sentinel Landscapes. While these partnerships may provide some environmental benefits, they also enable long-term destructive impacts on adjacent lands while politically compromising groups who become beholden to military interests.”
The HMLUMP states that the military’s top priority is to retain and expand live-fire training lands such as PTA. The military wants the State leases renewed and executive orders to remain in place. Military pollution of the water, air and land threatens all life – people, plants, and animals. The Military Red Hill water pollution is a Red Flag warning not just for Hawai’i, but the earth itself. No amount of military dollars to the economy can make up for that. The US military has become the greatest polluter on the planet. It is the largest consumer of oil and the largest emitter of CO2. It is the greatest contributor to Climate catastrophe and the growing threat of nuclear war. The process to de-militarize and end the illegal military occupation of Hawaii, and create peace on earth is up to us. It will not come from the military and the top down system that has created the problem. It must come from the bottom up – the people of the land and the spirit of aloha ‘aina and kapu aloha.
