Please note that hard copies of the Second Draft EIS are available for review on Hawai‘i Island at the Kailua-Kona Public Library, the Hilo Public Library, and the Thelma Parker Memorial Public and School Library. Electronic copies are available for review and download through the EIS website (https://home.army.mil/hawaii/index.php/PTAEIS), the U.S. Environmental Protection Agency’s Environmental Impact Statement website (https://www.epa.gov/nepa), and the State of Hawai‘i’s Environmental Review Program on-line library (https://planning.hawaii.gov/erp/comments/).
Monday, May 6th in Waimea 6-8 PM at Waimea District Park
Tuesday, May 7th in Hilo 6-8 PM at Imiloa Astronomy Center on UH Hilo campus
The meetings are for the public to obtain information about the Second Draft EIS and to share comments on the Second Draft EIS. The two public meetings will include the opportunity for members of the public to share their written or oral comments and recommendations on the Second Draft EIS in an open forum where other meetings attendees can listen to the testimony shared. Both meetings will also be broadcast live on the U.S. Army Garrison-Hawaii YouTube channel.
Comments on the Second Draft EIS should go to the EIS website at https://home.army.mil/hawaii/index.php/PTAEIS, emailed to atlr-pta-eis@g70.design, mailed to ATLR PTA EIS Comments, P.O. Box 3444, Honolulu, HI 96801-3444, or provided during the public meetings. Oral or written comments may be submitted at the two public meetings that will be held on May 6, 2024 at the Waimea District Park, from 6 to 8 pm; and on May 7, 2024, at the ‘Imiloa Astronomy Center, from 6 to 8 pm. Comments may also be submitted through our recorded phone line from 12 AM May 6 through midnight May 7, 2024, at (808) 515-5518.

conservation zone, or try to change conservation land rules, or try go
to the Land Use Commission to take the land out of conservation zoning.

Re: PTA 2nd DEIS: I was told there will be a mic for open testimony as well as displays. The mtg will be streamed on zoom, but cannot testify on zoom. THere will be a phone number to submit testimony opening at midnight 5/6 for 48 hrs. Recommend flooding the phone with testimony which they must transcribe it all.
Some points people may want to make: the Cultural Impact Assessment (CIA) in the new draft is deficient because it removed approx. 900 pages of informant testimony and analysis (Compare the CIA in the First DEIS vol 2 with Second DEIS vol 3). The archaeological survey was not fully completed, so that is deficient. And the wildfire analysis is deficient (the Federal firefighters at PTA are not trained or equipped for wildfire; they do airport fires).
